Shadow Complex cheaters will have scores deleted, Gamerscore reset
Chair Entertainment is ready to lay the smack down on Shadow Complex cheaters. Major Nelson sends word that Microsoft will take action this week against those "verified as cheaters," deleting their records from the Shadow Complex leaderboards, as well as resetting their associated accounts' Gamerscore. Worse still, said accounts will be branded on Xbox.com (and dashboard) as belonging to cheaters.

So, are these people that ate being removed from Shadow Complex's leaderboard, are they the ones who found out how to get the foam gun earlier and beat the game faster as a result?

I doubt it. That wasn't cheating. That's a gameplay mechanic built into the game...
No idea what constitutes cheating. The article didn't tell us.

I think they are refering to those that cheated in the game's scores. For, example a few people had 99999999 bomba punt, where as the closest one after that had maybe 2500.

Well, if that's the case, Microsoft shoudl check out the leaderboards for TMNT 1989 and check out all the people who have a score of 9999, which isn't even possible. I'm sure there are other games too.

Hmm lets see, check the leaderboards for Texas Hold Em, Wik: Fable of Souls, even Call of Duty. So far, those are the only games that I KNOW of that have leaderboards that I play...and there are most certainly cheaters/glitchers in all of them. Finding score multipliers or glitches is generally the preferred method. In Nazi Zombies the guy who has the #1 on the first map survival rank glitched outside the house where the zombies didn't attack him. He would pop some zombies, put his controller down, pick it up a few hours later and continue. I asked him personally, he responded via XBL though I've forgotten his name (and don't own the game to verify)
In Wik there was a way to get your loops score multiplied by 15, so instead of scores like 498 (my personal best, I should be ranked #4 instead I'm 59) there are scores starting at 800 through 3100... They have since patched the glitch but never removed the names from the leaderboard.

I would guess its some sort of game save trading/manipulation .. If you can actually do it in game I would think it could be fair use of it.

I really hope this doesn't result in some innocent accounts being deleted, I love the game but considering leveling up once you are past level 35 takes about 1-2 hours per level I'd certainly never pick up the game again if my game was deleted.

I can't imagine taking advantage of a glitch in the game would result in such harsh treatment. When they talk about cheaters, they usually mean people who do things like hit the standby button on their cable modem to line up headshots.

I agree, Microsoft's "correction policy" page repeatedly mentioned players who cheat through means outside of the game. Exploiting a glitch would be a bigger fault of the game than the player and wouldn't qualify as cheating under this policy.
