The Sand/Skybox is visible in Forge Mode. Notice the blue grid. This notes where any geometry will rest (acting as the ground). Be careful though, touching the grid in the Skybox means immediate death.

Note: When scenery is placed in the Skybox it will be visible from the mid-level of the map (Appearing to be floating in midair.)
